أبو ظبي من 24 – 26 كانون أول/ ديسمبر 2015
أولاً: إقرار تقرير النشاط الذي عرضه الأمين العام الأستاذ محمد سلماوي عن الدورات الثلاث الماضية 2006- 2015.
ثانيًا: الموافقة على التقرير المالي والقوائم المحاسبية عن العام 2015.
ثالثًا: قرر المؤتمر العام ضرورة الالتزام بالاشتراكات السنوية المتأخرة كافة، مع إعطاء مهلة مناسبة لسدادها.
رابعًا: أقر أعضاء المكتب الدائم الحاضرون مبدأ التوافق، واختير الأستاذ حبيب الصايغ رئيس اتحاد كتاب وأدباء الإمارات أمينًا عامًا للاتحاد العام للأدباء والكتاب العرب، كما اختير د.عبد الرحيم العلام رئيس اتحاد كتاب المغرب نائبًا أول للأمين العام. وانتخب الأستاذ مراد السوداني الأمين العام للاتحاد العام للأدباء والكتاب الفلسطينيين نائبًا ثانيًا للأمين العام.
خامسًا: قرر المؤتمر العام أن يكون مساعدو الأمين العام على النحو الآتي:
1- مساعد الأمين العام للمشرق العربي، ويتولاه اتحاد الكتاب العرب في سوريا
2- مساعد الأمين العام للخليج العربي والجزيرة العربية، وتتولاه رابطة الكتاب الكويتيين.
3- مساعد الأمين العام لأفريقيا، ويتولاه الاتحاد القومي للأدباء والكتاب السودانيين.
4- مساعد الأمين العام للبلدان المغاربية، ويتولاه اتحاد الكتاب التونسيين.
سادسًا: قرر المؤتمر العام أن تتوزع المكاتب النوعية على النحو التالي:
1- مكتب الإعلام والنشر: الإمارات.
2- مكتب الشؤون التنظيمية: الإمارات.
3- مكتب تنمية الموارد: الإمارات.
4- مكتب العلاقات الخارجية: الأردن.
5- مكتب الترجمة: تونس.
6- مكتب ثقافة الطفل: سلطنة عمان.
7- مكتب الحريات: السودان.
8- مكتب الشؤون الثقافية: العراق.
9- مكتب الملكية الفكرية والشئون المهنية: الكويت.
10- مكتب مكافحة التطبيع: فلسطين.
11- مكتب المرأة الكاتبة: موريتانيا.
12- مكتب البحوث والدراسات: اليمن.
سابعًا: قرر المؤتمر العام أن يكون توقيت اجتماعات المكتب الدائم نصف السنوية في المواعيد والأقطار الآتية، على أن يحدد فعاليات كل مؤتمر بالاتفاق بين أعضاء المكتب الدائم:
1- منتصف عام 2016، ويعقد في سوريا.
2- نهاية عام 2016، ويعقد في العراق.
3- منتصف عام2017، ويعقد في مصر.
4- نهاية عام 2017، ويعقد في السودان.
5- منتصف عام 2018، ويعقد في الإمارات.
6- وسيعقد المؤتمر الـ(27) في نهاية العام 2018 في المغرب.
ثامنًا: قرر المؤتمر العام انعقاد “مؤتمر فلسطين”، في ذكرى النكبة، وذلك في القطر المغربي الشقيق ابتداء من 15 مايو 2016.
تاسعًا: قرر المؤتمر العام أن يتشكل نواب رئيس تحرير مجلة الكاتب العربي بأشخاصهم من كلّ من:
1- د.مبارك سالمين من اتحاد اليمن.
2- د.عبد المجيد شكير من اتحاد المغرب.
3- عاصم الشيدي من جمعية سلطنة عمان.
4- الفاتح حمدتو من اتحاد السودان.
عاشرًا: وافق المؤتمر العام على تشكيل لجنة برئاسة رئيس اتحاد كتاب مصر وعضوية رؤساء اتحادات الأردن ولبنان والإمارات وفلسطين والسودان والجزائر لاقتراح تعديل النظام الأساس, وبحث التعديلات اللازمة للائحة التنفيذية، على أن تعرض هذه التعديلات على مؤتمر عام استثنائي لمناقشتها قبل إقرارها. وسيكون نهاية شهر فبراير 2016 هو آخر موعد لتلقي أية اقتراحات من الاتحادات العربية في هذا الشأن.
الحادي عشر: قرر المؤتمر منح جائزة القدس لاثنين كل عام أحدهما عربي غير فلسطيني، وذلك لتشجيع الكتابة عن القدس في أعمال إبداعية وفكرية من كتاب عرب وأجانب. كما وافق المؤتمر على إنشاء جائزة سنوية قيمتها 10 آلاف دولار تخصص لعرب فلسطين 1948، وخمسة آلاف دولار لمصاريف الجائزة ومكافآت لجنة التحكيم، مع تعديل لائحة جائزة القدس, ووضع لائحة جديدة للجائزة الثانية، وعرض هذه اللوائح مع التعديلات المنتظرة على النظام الأساس واللائحة التنفيذية في انعقاد استثنائي للمؤتمر العام.
الثاني عشر: استحداث “توصيات المكتب الدائم والمؤتمر العام”، التي تضم القرارات والتوصيات التي لم يتم تنفيذها للتذكير بها والحث على ضرورة تنفيذها.
الثالث عشر: تنفيذ قرارات المكتب الدائم للاتحاد العام للأدباء والكتاب العرب الذي عقد في طنجة– المغرب بتاريخ من 4- 6 حزيران/ يونيو 2015 بشأن كل من:
1- دعم صندوق الاتحاد العام.
2- إنشاء جائزة أدبية كبرى باسم الاتحاد العام تمنح لأديب عربي عن مجمل أعماله سنويًّا.
3- الاحتفال ليوم الكاتب كل عام يوم 11/ 12 يوم ميلاد أديب نوبل نجيب محفوظ.
4- تكريم إحدى الشخصيات المدافعة عن الحريات وحقوق الإنسان سنويًا.
5- تفويض رئيس اتحاد الكتاب التونسيين الاتصال بالمنظمة العربية للتربية والثقافة والعلوم (ألكسو) لاعتماد تبرع سنوي لصندوق الجوائز.
6- تكليف الأمين العام بمخاطبة الحكومات العربية لتيسير منح تأشيرات الدخول للأدباء والكتاب العرب المشاركين في اجتماعات الاتحاد العام وفاعلياته الثقافية، تمهيدًا لرفع قيود التنقل بين الدول العربية لكل المواطنين العرب.
7- مطالبة الحكومات والجهات العربية المختصة في الدول العربية التي ليس بها تنظيمات ممثلة للأدباء والكتاب كي تسمح بقيامها، باعتبار حق التنظيم حقًا من حقوق الإنسان المعترف به على المستوى الدولي.
الرابع عشر: التحضير لعقد مؤتمر عربي كبير، يتناول الأوضاع الثقافية الراهنة- على المستويين القطري والقومي- من منظور نقدي، تدعى إليه شخصيات عربية فاعلة، من أجل السعي إلى أن تكون مجالس إدارات الاتحادات والروابط والأسر والجمعيات شركاء فاعلين في وضع السياسات الثقافية لأقطارهم، على أن يصاحب ذلك ما يمنح حقوقًا على المستويين القانوني واللائحي لهذه المجالس، وترفع توصيات هذا المؤتمر إلى وزراء الثقافة العرب، والمنظمة العربية للتربية والثقافة والعلوم (ألكسو)، ويقام المؤتمر بالتنسيق مع الأليكسو والإسيسكو.
الخامس عشر: تفويض رئيس اتحاد كتاب المغرب بالاتصال بالمنظمة الإسلامية للتربية والثقافة والعلوم (الإيسسكو) لاعتماد تبرع سنوي لصندوق جائزة القدس.
السادس عشر: إضافة نائب ثالث للأمين العام يختص بمتابعة أوضاع الحريات في أرجاء الوطن العربي وقضايا التحرر الوطني، مع تعديل المادة (14) فقرة (د) وما يتعلق بها من مواد.
السادس عشر: اختيار الأستاذ محمد سلماوي، الأمين العام السابق للاتحاد العام، مستشارًا لدى الاتحاد العام للأدباء والكتاب العرب.
